What the City Charter Requires

What's required of you as a signer:

That's it for you personally — you don't need a notary present, and you're not the one swearing anything. Per Charter Art. VI § 6.03, it's whoever collects a signature sheet who takes an oath vouching for it, after watching every name on that sheet get signed in person:

In practice: whoever is holding the clipboard signs that oath once per sheet, in front of a notary, after everyone on it has signed. If you're circulating sheets rather than just signing one, that's the part that needs a notary — sign up to help if you're a notary and can support that.

Per the city charter, as amended by Proposition L (approved by Conroe voters November 4, 2025), the petition needs signatures from qualified voters equal to at least 15% of the number of qualified voters registered to vote at the last general city election. Based on 66,708 certified voters, that's roughly 10,007 signatures at minimum. We're aiming for 12,000–12,500 to build in a safety margin.

Signers need to live within Conroe's city limits, and after years of annexation, the boundary is far from a simple shape (see below). If you're not sure your address counts, the city's own lookup tool gives a straight answer.
